Position
Working in close collaboration with the Executive Director, the Project Manager, living in Senegal, will be responsible for assisting with the development and administration of WWHI project activities, both nationally and locally, in Senegal. This will include finance and administration, program planning and implementation, human resources, visiting donor relations and monitoring and evaluation. The Project Manager will act as a liaison between the Senegalese and WWHI staff, ensuring efficient communication among all project implementers. The program manager also serves as the representative of WWHI in the country.

Primary Responsibilities
• Work with the local staff and government officials to develop annual project work plans and oversee the implementation of these plans by developing organizational structure and appropriate chains of command;
• Be familiar with and implement national tax, status, HR and medical protocols.
• Maintain regular contact and maintain relationships with Government Ministry, non-profit organizations and community leaders working in the area. Facilitate meetings and develop Memorandum of Understanding between groups as necessary;
• Coordinate with training team to prioritize and organize on site trainings for staff. Work with WWHI/Senegal training team to implement current training tools and to adapt materials for Senegal;
• Implement protocols/policies for standardizing daily operating procedures;
• Track all expenses per budget by proper invoicing, expense documentation, monthly reconciliations and quarterly financial reports;
• Provide regular progress reports on project goals per strategic plan. Provide financial, narrative, and oral reports to WWHI leadership on a weekly update call highlighting important program updates, meetings and visitors.
• Develop stock management systems to track consumption of medications, consumables and other products and assist to develop systems for accurate forecasting and supply chain management;
• Work with local and international monitoring and evaluation teams to identify and establish means for accurately recording and reporting site and patient statistics; Oversee local data entry and monitoring and evaluation teams.
• Communicate with local authorities to provide regular progress reports and establish working collaboration across all program activities;
• Develop additional program plans or concept papers as necessary for internal use in project, donors or upon government request;
• Work with WWHI clinical and research teams to identify and prioritize operational research agenda;

Qualifications:
• Fluency in English and French required;
• Masters Degree in Public Health Administration, Public Health or related field preferred; minimum educational requirement is an undergraduate degree;
• At least two years of relevant administrative, research, and project management experience with international projects desired;
• Prior experience in supervising staff desired;
• Prior experience working and/or volunteering in Africa;
• Ability to think clearly and act decisively in a fast-paced, high-pressure environment;
• Experience with grant writing and financial reporting;
• Excellent interpersonal skills and demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants;
• Strong communication, organizational, and writing skills;
• Interest in social justice and health care issues;
• Ability to relocate to Senegal
• Minimum 2 year commitment, renewable annually.
